This layout is CSS based, uses Responsive Design and can be edited with Dreamweaver, Expression Web, Frontpage 2003 or the editor of your choice. It does come with a dwt file for making global changes. It is also XHTML compliant and includes a fully commented css file.
Responsive Design
This design is set up to adapt to screen size and is optimized for desktops, tablets and smartphones. You can try it yourself by dragging the corner of your browser to reduce the size of the display. You should see the layout change as the size shrinks. It degrades nicely with older browsers.
The download comes with a full and easy to follow help file to explain how the Responsive Design is put together and how to make changes.
